What's the deal with shrinked-wrapped potatoes?

I was grocery shopping this evening at my local 'mega-mart' and witnessed something that caused me to think about why.

Among the onion/potato bins in the produce section, I saw there were individually shrink-wrapped potatoes.  What's with that??!?

Are people so arrogant that only a shrink-wrapped potato is good enough for them?  I'm not sure. 

I didn't bother to look at the price (since I was looking for onions at the time) but the thought came to mind as to how much people were willing to pay for such a monstrosity.  Those potatoes, on quick glance, didn't look any different than those you would find in a five or ten pound bag of the same variety, outside of each being wrapped in a jacket of clear plastic with a fancy label on each one. 

Why would you want to peel a potato twice?  Is there a recipe for sous vide whole potatoes?  I can say, for sure, I've ever seen one.  I'd rather have mine baked than boiled.

I guess those kinds of people are willing to part with $30,000 of second-mortgaged money to install an in-ground swimming pool that's only used twice a year (a giant hole in the ground that you keep throwing money into).
